Monitoring and Social Facilitating in the process of creating Lishter & KheirAbad Water User Associations for Sub-irrigation network

Description of Project

Project area is located southwest of Iran in Kohgiloieh Province downstream of the existing Kosar dam. The project includes development of Lishter irrigation-drainage network and the left bank terraces of Khayrabad River with total area of 4587ha of agricultural land. There are 10 villages in Lishter area home to 500 families with total population of about 2600 people. The left bank terraces of Khayerabad River include 6 villages with about 560 families and 2600 inhabitants. It is noted that the main canals and water conveyance pipeline are already built and lateral irrigation-drainage network system is under construction.


This social Facilitating in the process of creating Water User Associations for Sub-irrigation network aims at:

  • creation of WUAs and social facilitating
  • Empowerment programs for the gradual transfer of management, operation and maintenance of sub-irrigation networks to WUAs
  • social facilitating in organizing the optimal operation system of sub-irrigation networks
  • Attracting Financial participation of beneficiaries in operating sub-irrigation networks
  • Facilitating during the implementation of the network Preparation social conditions to facilitate the implementation of contractor
  • Provision of irrigation and drainage network management software in the context of empowerment and capacity-building in order to better management of the network

Actual Services Provided by MGCE

Through an extensive environmental investigation and intense fieldwork and water quality sampling, MGCE examined the present condition and determined the water quality. The performed tasks by MGCE are summarized as follows:

  • Equipment of Social facilitation office in the study area
  • Informing and awaring the farmers about the implementation and operation requirements of Lishter & KheirAbad irrigation system by holding more than 100 advisory workshops with beneficiaries, more than 100 meetings with the local key informants and continuous relationships with local organizations and institutions
  • Holding advisory workshops with farmers, employer and consultant representative to decrease uncertainties and social resistance and also increase accompanying ob beneficiaries
  • Organizing beneficiaries
  • Monitoring and evaluation of the proposed organizations
  • registering the formation of WUAs and obtaining legal requirements
  • Transferring the equipments of the network to WUAs
  • Empowerment of water user Associations through theoretical and practical training courses for board members and representatives about sub- network management
  • Forming Training courses and programs about optimized management of the farm (Improving irrigation efficiency, planting and harvesting, cropping pattern, …)
  • Monitoring the systematic water distribution of the network
