Hydropower – Hydro Thermal
Plants
The
Karun
and Dez
River
System
are
coming
under
increasing
pressure
from
demands
for
hydro-electric
power
generation
and
domestic,
industrial,
agricultural,
environmental
and
navigation
water
demands,
whilst
at the
same
time
maintaining
an
adequate
flow in
the
river
systems,
both in
terms of
quantity
and
quality
is
required.
Objectives:
The aim is optimum use of
water resources via
development of a dynamic
management and operation
system of existing water and
power resources in their
present condition and
several future development
scenarios in the “Karun” and
“Dez” river basins. With
respect to the following
guidelines within the
framework of comprehensive
water schemes which should
address the following
points:
>
Estimation
of water
resources
potential
and
demands
at
present
conditions
and
several
stages
of
future
development.
>
Optimization
of
rivers,
ponds
and
reservoir
systems,
management
and
operation
with
respect
to their
priorities,
resources
allocation,
re-appraisal
of the
results
of the
allocations.
>
prepare
quantitative
and
qualitative
mathematical
models
as well
as
setting
reservoir
operation
policies
and a
dynamic
rule
curve
for
various
purposes
of water
resources
operation
and
allocation
of water
resources
(dispatching
management)
for
various
purposes
like
agriculture,
domestic
and
industrial
water
supply,
navigation
or
transfer
of water
to other
basins
in view
of
social
and
other
constraints.
>
Coordinating
for
combined
energy
generation
between
hydro
and
thermal
plants
in order
to gain
an
optimum
generation
combination,
subject
to
constraints
on the
availability
of water
and
other
parameters.
>
Optimization
of
operational
policies
for
several
water
demands
with
respect
to
limitation
of water
and
taking
into
consideration
of
future
development
of hydro
as well
as
thermal
plants.
>
Prepare
a
quantitative
and
qualitative
surface
water
balance
for the
existing
and
future
time
horizons.
>
Optimization
of flood
control
in
reservoirs.
Conservation
an
optimum
volume
of flood
control
in the
reservoir
for
maximizing
its
active
storage
with
respect
to
integrated
reservoirs
operations
and in
the
rivers
path as
well as
presenting
suitable
solutions
for
addressing
a flood
control
system
to
reduce
inherent
dangers.
>
The
possibility
to
increase
the land
area
under
cultivation
by
implementing
optimized
deficiency
policy
in
facing
and
meeting
water
demands.
>
Recognizing
all
existing
polluting
factors
point
and non
point
source
pollutions
which
affect
on
surface
and
subsurface
water
quality
in
existing
and
future
conditions,
together
with the
development
of
physical
as well
as
management
methods
for
reducing
polluting
loads
entering
reservoirs
and
rivers,
and
reorganizing
specific
environmental
conditions
ruling
over the
plan and
the
effects
of the
plan on
the
surrounding
environment.
Also
presenting
management
and
refining
plans
and the
required
fundamental
institutional
frame
for
optimum
utilization
of
development
and
environment
strategies
(policies).

Exploring
the
possibility
of using
the
river
for
navigation
from
different
aspects
and
presenting
the
required
executive
approaches
to the
issue.
>
Develop
and
formulate
an
integrated
optimization
model
applied
to plan
for the
most
efficient
use of
the
river
system
such as
power
generation,
Agricultural,
industrial
and
domestic
demands
in
existing
and
future
conditions

Water
resource
management
for
flood
control
and
river
navigation
>
Improve
water
quality
management
system
>
Develop
technical
specification
of a new
water
quality
monitoring
system

Improve
staff's
technical
knowledge
and
transfer
of
